For posterity and future googlers... I found out what I was missing here... the gnome-settings-daemon needed to be running for galeon amd gabber to get their config from. starting up the control center activated the daemon.. unticking and reticking the 'sound for events' option was a red herring. So if I add... gnome-settings-daemon & ... to my ~/.Xclients file all is tickety boo. Woot!
