Users normaly have access to /tmp when they are logged in.  the "sticky 
bit" is set on the /tmp directory so that you can only delete your own 
files from /tmp.  About the only security risks are DOS attacks by 
filling the partition with /tmp on it so other users can not use /tmp.  
(The reserve for root means the system still can create files in /tmp.)
Quotas can take care of this problem...
