That's because you have a misconfigured (pronounced "stock") ntp.conf.

This tells ntp to ignore all time datagrams. All of them. Thanks, Red

Replace "ignore" with "nomodify" if you're not using dhclient. Otherwise, 
apply this patch to dhclient:
