Usually, but not always. You *can* set up VNC to share control with multiple clients, or to set up unpriveleged (e.g. no mouse/keyboard control) client connections. You can even decide who would win the "fight" if a client and console are both in contention (the default is to share, but you can specify that one or the other gets control).
