Yup: failing to configure vnc. By default, vnc will run twm. If you want 
something else, you'll need to configure $HOME/.vnc/xstartup. It's 
basically just an .Xclients file that's specific to VNC, so feel free to 
copy an existing one (such as /etc/X11/xinit/Xclients) and modifying it to 
suit your needs.

Keep in mind, though, that a full kde desktop will really slow down your 
VNC session over a slow link. Consider something more 
minimalist--personally, I spent a few hours customizing $HOME/.twmrc and 
love its performance over VNC.
