We completely reloaded the OS and upgraded to RH8.0 from 7.3 with the same results.

I'd probably re-install the OS. Something it up with the module controlling the drive but it could also be the device file. I'm sure there is someone who can tell us how to completely remove the drive from the config and ALL applicable files. If I had a set of drives that I could replace the OS with, I'd pull my entire set of HD's, leaving my install intact, and put in replacements to build a test environment on. Then test the tape.
