I believe that you'll need to edit /etc/securetty. However, to be quite honest, that's just a really bad idea. A much better idea is to telnet in as yourself, and either su to root, or use sudo.
An even better idea is to not use telnet, at all, but SSH instead, and then use either su or sudo.
