repeat step 1-5 and then look at using SSH secure shells.  We use PuTTY as
the client here.

1) realize what your doing is a very bad idea
2) realize that telnet in itself is a bad idea
3) repeat #1 and #2
4) repeat #3
5) repeat #4
6) edit /etc/securetty and add the terminals you wish to permit
root logins on.
