No, don't file a bug.

  $ rpm --redhatprovides kernel-headers
  glibc-kernheaders-2.4-7.16

  $ rpm -q --provides glibc-kernheaders
  kernel-headers = 2.4.2
  glibc-kernheaders = 2.4-7.16

Note though, that glibc-kernheaders are for glibc. Someone who is in
search of the kernel headers for the kernel, often wants the
following package:

  kernel-source-2.4.18-3.i386.rpm

Also note that newer kernels have been released for Red Hat Linux
7.3:
