Having had such a machine (a Packard Bell, even) :) running linux for
some years before upgrading, I would say that under DOS (and especially
Windows) one couldn't keep up with the serial port without getting a lot
of timeouts and retransmission errors. On the other hand, this wasn't the
case with Linux. I was able to get a high-speed serial connection going
(mostly UUCP back then) between me and the host I was using quite
reliably.

Back then, we didn't have 28.8K modems - or maybe we did and I 
didn't. I was using a 14.4K USR HST.

Still, I don't think you'd have a problem using Linux and a 28.8K modem
on such a machine.
