Don't know about "router", but I have a 486DX40 with 8meg that runs as a mailserver,
listserver, and a very low volume web server.  It is never streesed in terms of 
capacity.

I have used a 486DX33 as a interent access server using Ip Masq. as well running a 
packet station
and a few other goodies.  It also is just idling along all the time.

Thus, I think the 386 would easily handle that task.
