Tim,
   I'd tried several export options but not Read Only.  But, having just
attempted ro as you suggest I've again had no luck... On the RH 5.0 server
I have: 

portmap-4.0-8
nfs-server-2.2beta29-2
nfs-server-clients-2.2beta29-2
tcp_wrappers-7.6-2
glibc-2.0.7-13

in /etc/hosts.allow:
portmap: 192.168.1.0/255.255.255.0

/etc/bosts bas an entry for the install host, and I have a local DNS
resolver that forwards non-local hostname lookups to the root nameservers. 
NIS/NIS+ is turned off, also no amd.  The NFS install server is used
primarily as a masq gateway through cablemodem service.

   Still can't get the nfs install working (though I have 5.1 installed
via FTP)...  Also, I doubt tcp wrappers is the problem because I suspect
portmap was linked with libwrap.a - cutting tcpd out of the loop (do you
see portmap being spawned from inetd? naaaa...). 

So, What's different about your box?

i just did this not 2 hours ago and didn't have a problem. what i did
on the RH 5.0 box that was the NFS server, chester.as.arizona.edu, was
put this line in /etc/exports:

/home *.as.arizona.edu(ro)

and then restarted the NFS server. the 5.1 stuff was in
/home/tim/redhat on the server and the machine getting upgraded was
aspc125.as.arizona.edu.  i specified NFS install, gave chester as the
NFS server host, and /home/tim/redhat as the directory.  worked like a
charm.
