Actually, the business case would seem to be much easier than that.
The cost of a Microsoft Exchange server license for 4000 users would
probably be in the neighborhood of $500K!!  For that price, you could
buy 500 Linux boxes (both hardware and software) and have them service 
8-10 users each!!

Looked at another way, a $1K to $2K Linux box should have no problem
acting as a POP/SMTP server for 100 users. That means that the Linux
solution would cost between $40K and $80K!
