You'll need to download the TCP/IP client software from Microsoft for the
Windows 3.11. Once you do that, you can add it in using the normal network
configure tool, bind Microsoft File & Print Sharing to it, and remove
NetBIOS as a protocol. 

On the Win95, make sure that under "Bindings" only the TCP/IP shows
"Microsoft Networking For Windows".

I have successfully printed to a Win3.11 printer using the Win3.11 TCP/IP
client. It's under the 'bussys' directory on Microsoft's site, sorry, I
don't remember the exact location, I downloaded it once and stored it on
my drive and haven't accessed it at Microsloth's FTP site since then.
