Yes, Apache can function as both a Web server and as a proxy server;
however, I've heard bad things about Apache's proxy functions.  The
general consensus has been that Squid is the preferred choice if you
need a proxy server.  You can run Apache and Squid on the same system
at the same time, if you want.  Squid will, by default, listen to some
port other than port 80, which is the port used by Apache for Web service.

The P90 might become a concern, but you've got plenty of memory to start
with and a fair amount of disk space.  You'd need to provide us with a
better sense of how much mail your users send and receive, how much Web
surfing they do, and how complex your network routing is before we can
provide a better assessment.

If you don't give it any special access to other machines, it doesn't
matter what side of the firewall it sits on.  In fact, you might want
to consider finding a friendly local ISP or another organization that
has an Internet connection that'll let you colocate the system at their
site to increase the likelihood that these secondary services will remain
available in the event that your Internet connection goes down.
