Hello.
Try editting the interface in netcfg, and set the "Allow any user to
(de)activate interface" option on. Alternatively, edit
/etc/sysconfig/network-scripts/ppp0 and set
USERCTL=yes
Thereafter, use the
$ /sbin/ifup ppp0
from command line to activate the interface (the example here is a PPP
connection) as user. To deactivate the interface, use
$ /sbin/ifdown ppp0
