I don't know if it's either.  I have 64MB of RAM, RH 5.1.  Here is
what my "meminfo" says:

I have fvwm2, emacs, and latex running when I took this info.  Netscape
has www.cnn.com loaded, which uses quite a bit of graphics.  I don't have
any problem with memory at all.

Have you tried recompiling the kernel to get rid of unnecessary features?
It may save you some memory.
