Usually.  I guess I should have mentioned; you can use 8-bit IRQs with
16-bit cards with no problem.

You can NOT use 16-bit IRQs with 8-bit cards.

This only affects ISA cards.

You can tell the difference by the edge connector; if it is one piece, it's
8-bit.  If it's got the long 8-bit piece and a short (about an inch) piece
after that with a gap in between, it's 16-bit.

It's a good idea to configure your 8-bit cards first, to make sure you've
got enough 8-bit IRQs.  Alternately, put any 16-bit cards on 16-bit IRQs
first.

If you put a 16-bit card on an 8-bit IRQ, it will function absolutely
properly.  The bitness of the IRQ doesn't affect the operation of the card,
it's just that 8-bit cards can't address the 16-bit IRQs.
