The drive spins for inode swapping and use the swap partition.  I do not know
what oyu may have starting up on this machine, but it sounds like the machine
is in a constant swap mode.  Even then the drive should shut off once in a
while.  Are you sure you do not have some background process running that is
hitting the drive.  Use the ps command to see what you may have running that is
out of the norm.  I am almost sure there is something.
