I don't think R should recognize that. Windows wouldn't recognize it
either, if you used "dir cygwin" in a shell, for example.

The "shortcut" which appears as cygwin is actually a file
called cygwin.lnk
readWindowsShellLink {R.utils} reads such files:
> readWindowsShellLink(con="cygwin.lnk")
