GTK and PyGTK are multiplatform and work now on Windows an OS X, with native ports, but the packaging story is much better on systems with real package management or ready for building from sources.
The problem here is that there aren't enough people working on easy installation of GTK+ and PyGTK on windows or OS X, so I'd say that any effort in that direction is very welcome.
