Same here.

I've narrowed the problem to GTK-Runtime-Environment-2.2.4.1.exe (Oct 12,
2003 07:47)

Since the latest release, gtk-wimp (gtk-wimp.sf.net) is the default theme. It gives you a nice native look and feel on winxp and win2K (hence the difference in window decoration between your screenshot and mine). On my machine, I run winxp with the "classic" look and everything is working fine. BUT, when I switch back to the "Luna" look , I get the same problem as you ! I'm going to update gtk-wimp with the latest binaries and see if it gets any better.

I'll keep you informed.

I uninstalled it and went with the earlier
GTK-Runtime-Environment-2.2.4.exe (Sep 09, 2003 13:27) and now the radio
buttons are bubbling in.

The Oct 12 release is fine, it definitively a gtk-wimp problem !
