I've narrowed the problem to GTK-Runtime-Environment-2.2.4.1.exe (Oct 12,
2003 07:47)

I uninstalled it and went with the earlier 
GTK-Runtime-Environment-2.2.4.exe (Sep 09, 2003 13:27) and now the radio
buttons are bubbling in.

The highlighting of radio buttons getting focus is different with the older
2.2.4 as well:  a gray bar shows which choice has mouseover, whereas in
2.2.4.1 yellowish highlighting appears within the rim of the little circle. 

In tinkering with these cosmetics (Windows theme API?), somehow the
important black dot got left out in the later version.

I'm presuming this is more a GTK Runtime problem than a pygtk 2.0 problem.
I'll look for the appropriate place to post a bug report.  Suggestions?
