McMillan installer works very good for me. Just:
1) copy missing .dll's to your packages distdir.
2) import atk, pango, and maybe some other things, even if you don't
   use it 
   
Sorry for not giving you exact answer, but I am typing this out of my head.
2 days ago I made a distribution using McMillan's installer without any
problems (py-gtk 1.99 and Python 2.2). Just remember to do the above things.

BTW, mr. McMillan, if you're reading this - thanks for that wonderful utility
