This changes the PKGNAME stem, so it needs a quirks entry. Because it seems like it's an end-user program rather than a module for other programs to use, and because you have to rename it anyway, it might be better to switch to "httpie-0.9.6" rather than "py3-httpie-0.9.6" as your diff does.
