is this a trick quesion?  i don't understand.

ruby stuff can be installed as a gem and python
packages with pip, perl programs with cpan.  so why
are there packages at all?  or am i missing something?

sass is needed for web development using sass files. it
can watch files and automatically regenerate the
cascading style sheets when any of the project's .sass
files are modified on disk.
