So, make sure to look at the result of update-plist, it's not always
right.
Another trick would be to add a longer variable *in front* of MODTK_VERSION
in SUBST_VARS.
E.g.,
MODTK_MINVERSION ?= 8.5
MODTK_MODPATH=modules/${MODTK_MINVERSION}
SUBST_VARS = ... MODTK_MODPATH MODTK_VERSION ...
should solve your substitute issue
