You'll probably get no feedback if :

- you don't provide an example of what this fixes (you know, usecases)
- what does change in output of which tool with errsay ? i suppose in 
pkg_create,
  but.. an example ? I've never seen 'was updated' in the output of it.
- what means 'wantlib/depend go up'. Where, in Makefile, in plistdb, in
  +CONTENTS ?
- why does 'having working version numbers' changes in the equation

srsly, if you want to get people interested in this, you have to realize
we're not as smart as you and we don't grasp your code.

Heck, even i who spent quite a good amount of time reading and
understanding infrastructure, i read the diff, and i understand NOTHING
to what this changes.
