Oh, not another one... Unless the author can be persuaded to re-release with an actual copyright notice and license text, this should be PERMIT_*=no and leave Sourceforge responsible, if they can't be bothered to check validity of licenses on software they distribute, that's their problem. "/* License: GPL */" at the top of lazyread.c means nothing without the author's copyright notice and the license text.
