I got my name from a previously undelegated locality name. My domain name
was free. Sorry about the confusion.
William is right, and wrong. While there are no charges from the registry,
some organizations charge a fee for delegating the names. The general
feeling is, this is appropriate, as the delegating organization does the DNS
for the proper name.
If your locality name is currently undelegated, then it appears to be free.
