No clue about toxic fumes, no clue if this is best, but I have 2 that
I use for running my laptop when I am "camping" (for various values of
camping.)

$80.  "Designed for deep discharge in wheelchair,"  So I would hope
the fumes thing isn't an issue.

2 features I like:
1 - 24lbs - I can carry that for a mile without my arm falling off.
2 - nice built in handle.  however, the handle in the picture is
different than my handle, which looks more like the one here:
