It sure sounds like it. Back when I troubleshot at the device level I'd search for a hot device and hit it with a burst of CO2. If it started to work, I'd replace the device. These days you can use an IR camera or other IR sensor to find the hot device, but unless you can replace the device you might be better off replacing the circuit card.
