I have to disagree, in this case the context is different but the concept is the same: that icon on note plasmoid is intended to open settings of that plasmoids. The same icon on apps launcher is intended to open system settings. In my opinion, this is the right way of using the same icon in different contexts: let context to be what explain will happen clicking on that icon. The hamburger menu icon is a totally different thing: it open a menu, not system/apps/plasmoids settings. Hamburger menu generally contains actions intended to be use while performing the application's main tasks: i.e. swithing between list view and icons view in a file manager. Instead the settings icons (one with slides) is intended to open a settings that user will rarely use, i.e. to customize the behavior of the app to fit his needs, but do it one time and then come back to do tasks that app is designed for.
