This is something we developers can also do mentally. Here are the current
use cases -
* Display brightness
* Keyboard brightness
* Keyboard Layout
* Volume

With Volume, I can maybe understand that you don't want to show it on top
and the relevant application should be showing it. Maybe. With the others,
they definitely should be.

Maybe we should try and emulate the behaviour in KDE4 unless there is a
clear reason. In KDE4, we always showed the OSD on top.

Okay. So lets introduce a new type, and use the actual "Notification" type
for Notifications instead of a "dock type".

This is something that should be done regardless of the discussion.
