I think that the scrollbars are an improvement, but I like the window from 4.3 better: The current one requires to hover over an icon to see the description. I have yet to see any improvement of the "Add widget" bar over the window, but I also didn't participate in the discussion before SC 4.4 over which one is better. So I'm not aware of the exchanged arguments. (I hope there was a discussion.)
