Well, without the "X-KDE-autostart-after=panel" line krunner got loaded even before plasma. Looking at kdelibs/kinit/autostart.cpp the effect of after=NonExistingDesktopFile is, that the autostart-item got loaded at the end after every other phase is done (including plasma).
