You aren't going to be able to build a php application with frontpage or any other WYSIWYG HTML editor. You are going to have to type it out, the PHP that is. If this is something that you need done right away, I suggest you hire an experienced PHP programmer. If you don't know much about MySQL or PHP you aren't going to be able to build anything worthwhile, at least not in the next 3 months.
