Bug description:  make install: "parse error"

Description:
------------
PHP 4.3.3 builds as expected under OpenBSD 3.2 w/ Apache 1.3.27.  However,
when I attempt to install, I receive the following:

Line 1 of Archive_Tar.xml is:

<?xml version="1.0" encoding="ISO-8859-1" ?>

Here are my configure options:

./configure --with-apxs=/usr/sbin/apxs --with-mysql --with-xml
--with-pgsql --enable-ftp --enable-short-tags --enable-calendar
--enable-track-vars --with-tsrm-pth --enable-sockets --with-gettext
--with-zlib-dir --with-jpeg --with-png --with-gd --with-exif --with-ttf
--with-bcmath --with-pspell --with-pdflib
--with-config-file-path=/var/www/conf

The module does seems to work (phpinfo() reports the correct version),
however attempting a command from the command prompt such as "php -v"
hangs waiting for input.  

4.3.2 does not have this problem.

Reproduce code:
