Sam, I don't think any part of the installation requires running from the C:\ drive. I use standard windows variables to identify the user and documents drive, wherever they are.
I'm not quite clear on your issue. You should be able to make a copy of the pebl-exp.0.14 to wherever you want (somewhere user writeable), and then the only trick would be to get the launcher to use that directory as the working directory. I think that can be done by editing the launcher shortcut to change the working directory to wherever you put the battery. You can also try the standalone version of PEBL, which should be able to run from the user's desktop. Let me know if this resolves your issue.
