I would try one more thing. Try an HDR bracketing where at one end you
expose for the neon light reflected from the tree, if you can. The
sign will be hopelessly blown out, but that can be masked or the HDR
s/w will eliminate it.
The trees are far enough from the sign that there is no visible light
from the sign on them.
It's possible that other ambient light (street lamp?) washes the neon
out, in which case this will fail.

If it works the tree will be largely a silhouette rim-lit with neon colour.

didn't, what I might try, or whether this shot is merely a clever idea
