There's the rub. The U.S. Tax Code has become so convoluted that it's no
longer a fair system.
Those who accrue the most benefits pay the least taxes & they have the
money to buy the politicians to ensure that's not going to change.

If American tax law were imposed upon Americans by a foreign power it
would be considered an act of war. The fact that US tax law is
accepted
even by it's citizens is a wonder in and of itself. Without automated
help most US tax professionals couldn't fill out a simple tax return.
This in a country who's founding was based in part on a tax rebellion.
