IMHO one must take a more organic view of things, Tom.

When you name a bureaucratic system of law enforcement and courts the "Justice System", it is almost automatically guaranteed to fail to function correctly. The best you can hope to do is to minimize the injustice inherent in such a "system".

To do that, you must be ever vigilant to correct the failures before the small ones become gigantic, but you must never fool yourself that you have indeed achieved "justice".

At best you might approach it asymptoticly.

Nothing created by man is perfect; some things may be made less flawed.
