What I see is a copper fluted piece that is probably allowed to rotate
and close the opening in the wooden surround. Think revolving darkroom
door. The "window" is currently open, but the copper part can be
placed at any angle to prevent direct sunlight from entering the area.

I would say it's some sort of art structure, like a sculpture.
Outside,
weathered, the green portion resides inside the brown portion yet
exposed to the elements. Could be a fisheye lens though, and wooden
steps or roofing, decking etc. It grows on me :-)
