In the over broad interpretation of commerciality that I've seen 
promulgated by some msiumes lately, if I were publishing a newspaper I 
doubt I'd print any news item about the zoo if it included photos, and 
that said if it didn't "bleed" I would publish that.  Using the story 
and photo as promotion for my Newspaper would violate their "rule".
