Our local passport office has turned into the Picture Nazis. If they can find the slightest flaw in the picture, they will reject it. We had one come back where the person's glasses fram was obscuring the top of the eyelid, rejected because the eyes were obscured. The slightest shadow on the background is a deal killer, as is the background bright enough to cause a veiling flare (damned Nikon zooms). I think they are rejecting something like 1 in 4, all for the most trifling of faults. If we had to do it with Polaroids, we would have dropped the service entirely.
