Thank you, P.J. After learning more about this, I would have to
agree with you. It seems like the only lab that would get it right
is A&I. While their mailers are a bit expensive, it seems they
provide the proper services. What do you think? Also, if I chose
their 4x6 with borders, what effect do the borders have upon sizing?
I think the borders look nice, but are they inadvisable for the
smallish 4x6 size?

The only labs that will get it right are labs that have good printers and
quality control. This can happen in any lab, be it discount or upscale. My
last lab job, which ended a nearly 3 decade photofinishing career, which
spanned everything from professional custom labs to discount was at a
Wal-Mart.
My lab put out good work for the most part, because I insisted that we hire
good people and train them to be more than button monkeys. An operator that
cares about quality can be employed at any lab, and caring about quality is
by far the most important criteria for a lab operator.
I've seen some real flakes calling themselves professional labs.
Be aware that chromogenic films are still a dye image film, and as such are
not as stable as silver image films, and I have read reports and seen
evidence myself that they are not as stable as dye image colour film, and
that the chromogenic paper which is often used for "B&W" in labs is far less
stable than colour paper, so if you want real B&W, make sure you know what
they are printing on, or just do it yourself, it isn't terribly difficult to
master the rudiments of B&W, and you will be a better photographer for doing
it.
