Also... if the body/water is warm enough for the body to start  
rotting, there is a build-up of gases that help 'em float as well.   
I've got to imagine that the cold might slow down this buildup and  
also be responsible for holding 'em down until the spring.

Grew up in a city full of lakes and near the mighty Mississippi  
river.  Spring brings all kinds of delights here in Minnesota!  :-)
