It's sort of possible. The old Zeiss Contaflex cameras had leaf shutters 
built into the body. The shutter was in front of the miror though, not 
right next to the focal plane.

In body shutters right next to the focal plane solves a lot of technical 
difficulties, and are relatively cheap. I suspect this has a much to do 
with the way things are done as any technical reason.
