It does of sorts, the native ISO will be the corresponding sensitivity at which a full well will produce a non-clipped analogue output. The gain setting simply matches the sensor to the ADC and obviously the adjoining components should be selected such that the sensor output never clips or exceeds the ADC input level for any assumed ISO/gain combination. > I do not think the 22bit thing is any magic.
