That's almost what I intend to do. 

Although I haven't mounted any of my prints yet I plan to get pre-cut
mattes in 3:2 and 4:3 ratios as appropriate, in standard paper and
frame sizes, and print to fit the matte-hole. This depends on me
always shooting to the aspect ratio of course, which is what I do.
With the very rare pictures which I crop, I crop to fit the
composition, then cut the paper as necessary - I could do as you
suggest though.
